But let's be honest just put the time limit on throw ins.

And a long throw is a developed skill, which a long kick isn't really 

It may be a developed skill but why should being able to chuck the ball long way give you an advantage in football.

The idea of a throw in is that it should get the game restarted quickly without giving a major advantage. An underarm throw along the ground with a 10 yard rule enforced is the answer.

Want to make the game restart quicker then play a self pass, so you can just set off running from the byline and there's none of this one player leaving it for another to take the restart. 

Having a roll in or a kick that has to go to another player still means the ball will be left to the 'specialist player' to take so there'll be no difference in time taken and it won't be quicker

I think my point was that one player in a squad may have the ability to do this effectively.

And I suppose even half of our players could manage to kick it into the box from the touchline

I agree that there might be a problem with throw ins: whenever we get one deep in our own half I think it would be better to let the opposition have the throw. 
 

But a kick-in doesn’t seem right. Even if limited to the last 5/10 minutes. How about a player from the opposition has to stand next to the throw in taker? A bit less radical, and I think they do something like this in rugby line outs. Said player could then stand in the way of the taker to stop him stealing an extra 10 yards or so.
