Ref called it because it couldn't be rolled and the divots created by the frost posed a possibility to twisted ankles. 

I know most of us have played on pitches that probably mimicked the Somme but a lot now rests on referee insurance, especially in lower non league. Club insurance will cover injuries but if a couple of players get in the ref's ear (as alluded to by the chairman) and one of them gets injured then the ref's insurance is at risk. So they don't risk the possibility of a claim
