To be honest they're probably the only ones who can afford to do unless you go to a country with upgraded ground infrastructure like France or Germany. 

The Northern Irish can't host their part of the Euro's cos updating Casement Park is now too expensive. The Aussie's don't have the infrastructure and bailed out of the Commonwealth Games after doing the sums. North Africa would have to do a joint bid, South America would have a problem. The North American World Cup is fast becoming a logistical nightmare after the dry run with the Copa Americas descended into chaos.

So it's Europe or the Middle East.

If you want to see how football will go, keep your eye on boxing.

Turk is already lobbying to get some control of the WBA and WBO orgs, the WBC and IBF carry more clout and prestige and are harder,  but his ultimate aim is to control the four divisions and dilute them to create a couple of Saudi owned orgs. He’s also bought Ring magazine, which controls the P4P list. So Saudi will own the P4P. With control of the orgs and the P4P you then control the matchmaking, which as it is right now, is working well because he’s throwing astonishing money at fighters to fight. But… by diluting the orgs and going to a UFC set up, you will end up with a whole host of Champions and interim Champions and title defences perhaps 2 times a year at best (and that is at best), you’ll also get a favouring of fighters who can generate the most pay per view views and fighters being put into mandatory positions just because they can sell.

The final thing to go will be the promotional arm. As it will be one promotion.

Put that into football terms, Saudi are already getting to grips with FIFA and have some control over UEFA. They will lobby for a World Super League, and will back the ESL AS LONG as some games are played in Saudi. They will then get the TV rights to all and will create streaming platforms for the ESL, WSL and World Cup. Those teams in the ESL and WSL will be isolated from the rest of football, and the World Cup will be made up of players from those squads with the domestic leagues being allowed to submit a quota of players.

Then, as the ESL and WSL expand, they will derestrict spending on those teams who, due to the recent change in law over player contracts, will allow players to simply rip there contract to go to the ESL and WSL with zero compensation being paid to the originating club. Think of it in the same way that LIV have pulled the golf players.
